Sub-committees and working groups
The CC are divided into permanent sub-committees which are allotted the seven federal departments (ministries), the Federal Chancellery and the Federal Courts. In general, it is the sub-committees that conduct inquiries on behalf of the CCs, for example examining witnesses. They report to the full Committee, which is empowered to take decisions. In particular, it is the responsibility of the full Committee to approve the reports and recommendations to the authorities. On occasion temporary ad hoc working groups are set up to investigate a given issue.
The Control Delegation
The CC elect six of their members to form the Control Delegation (CD) whose specific task is to monitor activities in the field of state security and the intelligence services (Art. 53 of the PA). In order to fulfill this role the CD is vested with particularly extensive formal powers. After having interviewed the Federal Council, the CD has the right to demand that the federal and cantonal authorities as well as third parties produce all documents that may be useful. At the same time it may question federal employees and others who may have useful information or witnesses, regardless of professional or military confidentiality (Arts. 154-155 of the PA).
